I am in no way affiliated with Reg.ru but I have been a customer of theirs for around 1 month. This server was benchmarked and reviewed whilst it was not in production. Therefore it should be noted that the below results are of a server currently being not used.

Reg.ru is offering 5 different types of XEN and OpenVZ based Virtual
Private Servers in Russia. The cheapest server costs around 2.8 € per month and is offering:
- 2GB HDD
- 2 GHZ CPU
- 128MB RAM
- 20Mbit limited
- unlimited Transfer

I bought the "XEN-2" server with 5GB HDD and 256 MB RAM one month ago.

The connectivity could be better.
Conclusion:
Reg.ru is cheap. But you can't expect to get a highspeed VPS for the price. The network speed is limited to 20Mbit.
